Grade 5 is a checkpoint year in Georgia. Along with grade 8, it's one of the two grades where state law asks schools to consider the End-of-Grade (EOG) Milestones score — in reading AND math — as part of whether a student is promoted to the next grade. That makes fifth-grade math one of the higher-stakes tests your child will sit in elementary school, even though a low score is not an automatic hold-back (more on that below).
The math test is built on Georgia's K-12 Mathematics Standards — Georgia's own standards, in full effect since the 2023-24 school year, which replaced the older Georgia Standards of Excellence. At grade 5 the content is organized into four strands: Numerical Reasoning (NR), Patterning & Algebraic Reasoning (PAR), Geometric & Spatial Reasoning (GSR), and Measurement & Data Reasoning (MDR). Grade 5 is the LAST grade that carries a Measurement & Data Reasoning strand — from grade 6 on, that content is folded into other strands — so decimal operations, volume, the coordinate plane, and data displays all land heavily here. Numerical Reasoning is the largest strand at grade 5: multi-digit multiplication and division, and especially operations with decimals and fractions, carry the most weight on the test.
In 2025, 43% of Georgia fifth graders scored Proficient Learner or Distinguished Learner (Levels 3 and 4 — Georgia's definition of "on grade level") in math. That was down from 51% in 2024, making grade 5 one of the softer spots in an otherwise steady statewide math picture. Read that number the way Georgia intends it: "Proficient" means on grade level, and fewer than half of fifth graders got there — so a child who is comfortably passing classwork can still land below the state's proficiency bar.
Georgia Milestones is given online through the state's testing platform, with paper as an accommodation. The test uses selected-response (multiple-choice) questions plus a range of technology-enhanced item types — drag-and-drop, multi-select, multi-part, graphing, and keypad entry — so test-day comfort with the digital tools matters as much as the math itself.

Grade 5 is one of only two grades (with grade 8) where Georgia law asks schools to weigh the Milestones score in whether a child moves up — and at grade 5 it's BOTH reading and math. That sounds high-stakes, and it's worth taking seriously, but it is not "fail the test, repeat the grade." Under O.C.G.A. §§20-2-282–285 and State Board Rule 160-4-2-.11, a student who doesn't reach grade level gets remediation and a summer retest (June 23-25, 2026). If they still don't reach grade level, a placement committee — principal, teacher, and you, the parent — can still unanimously promote the child if they're likely to be ready by the next year. The practical takeaway: a low grade-5 math score is a prompt for extra support and a second attempt, not a verdict. The most useful thing you can do is find out which strand your child is weak in (usually decimal/fraction operations) and practice that specifically before the spring test and, if needed, the summer retest.
Prioritize decimal and fraction operations. Numerical Reasoning is the biggest strand at grade 5, and adding, subtracting, multiplying, and dividing with decimals and fractions (unlike denominators included) is where fifth graders lose the most points. Fifteen minutes a few times a week on mixed decimal/fraction problems is the highest-leverage practice.
Don't be reassured by good report-card grades alone. Only 43% of Georgia fifth graders reached 'Proficient' in 2025 — the state bar is higher than a passing classroom grade. If you want to know whether your child is on grade level for the test, practice grade-5 problems at test difficulty, not just homework.
