About the Ohio's State Test Grade 3 English Test
Grade 3 English is the highest-profile reading year in Ohio because of the Third Grade Reading Guarantee (TGRG). Under Ohio Revised Code 3313.608, districts assess the reading skills of students in kindergarten through grade 3, and a third grader who does not reach the state's designated promotion score on the grade 3 English test can be retained. Current law also lets a parent or guardian, in consultation with the student's reading teacher and building principal, request promotion to fourth grade regardless of the reading level; a student promoted that way continues to receive intensive reading instruction.
ODEW reports the English test in three strands: Reading Informational Text, Reading Literary Text, and Writing. Writing prompts are scored with Elaboration, Organization and Conventions rubrics. At grade 3 the focus is understanding stories and informational texts, main idea and details, and figuring out word meaning from context.
In spring 2026, 62% of Ohio third graders scored Proficient or above (scale 700+) in ELA. Ask your school what the current Reading Guarantee promotion score is.
Ohio's State Tests are fixed-form tests given online through Cambium's Ohio portal, with paper as an accommodation (ODEW). Grade 3 ELA is given three times a year: fall (October 19 – November 6, 2026), spring (window March 29 – April 30, 2027) and summer (June 21 – July 2, 2027).
Proficient + Accomplished + Advanced (scale 700+). Basic (Level 2) and Limited (Level 1) are below Proficient. In spring 2025 the grade 3 ELA figure was 59%.
