Grade 3 English is the highest-profile reading year in Ohio, because of the Third Grade Reading Guarantee (TGRG). Grade 3 is the grade where the state screens readers, flags students who are "not on track," and can consider the reading score in the promotion decision. Here's the important 2025-26 nuance: since House Bill 33 (2023), retention is no longer automatic — a parent or guardian can approve promotion to grade 4 even if the reading score is below the line. In practice, the vast majority of Ohio third graders are promoted.
The English test measures Ohio's Learning Standards across three reporting categories: Reading Informational Text, Reading Literary Text, and Writing — and every OST ELA test includes written-response items scored for elaboration, organization, and conventions. At grade 3 the focus is understanding stories and informational texts, main idea and details, and figuring out word meaning from context.
In 2025, 59% of Ohio third graders scored Proficient or above (scale 700+ — "on grade level") in ELA. Note that the TGRG promotion score is a separate reading measure, not the same as the "Proficient" cut.

Prioritize daily reading — grade 3 is the Reading Guarantee year. Reading with your child and talking about what the text says and means is the highest-leverage habit.
Practice main idea using details. Grade-3 reading leans on using specific text details to find the main idea; ask 'what is this mostly about, and how do you know?'
Don't forget the writing. Ohio ELA includes written responses scored for elaboration and organization — practice short written answers to what your child reads.
